In dutch oven cook hamburger; drain. Add the next 4 ingredients and cook for 3 minutes. Add broth and rotel; bring to a boil. Stir in macaroni; cook until macaroni is done.
Heat milk and cream cheese in a saucepan over medium heat. Stir frequently until cheese melts. Remove from heat and stir in cheddar cheese. Add cheese sauce to macaroni mixture; toss well to coat.
